Following his graduation from Cuttington University in Liberia in 1970, Mr. Keller began his public service at the then Department of Commerce and Industry, (later to become the Ministry of Commerce, Industry and Transportation) in 1971, where he rose to the position of Director of Domestic Trade. In 1973 he was employed by the Ministry of Finance as Deputy Director for External Financial Relations and, concurrently, Deputy Commissioner of Maritime Affairs within the same Division under which the Bureau of Maritime fell. Thus began a lifetime of a professional career in the maritime sector. After studying and training in Liberia, the United States and Singapore in shipping economics and management, with the Granges American Shipping Company in New York, Skaarup Shipping in Greenwich, Connecticut, U.S.A., Mr. Keller embarked on a profession that took him to Geneva, Switzerland in 1980 where he established and headed the Liberian Maritime Office which purpose was to counter and quell the movement within the United Conference for Trade and Development (UNCTAD) to phase out flags of convenience, the Liberian Shipping Registry being considered the largest of such in the world at that time.
In 1982 Mr. Keller was transferred to New York, U.S.A. to serve as Deputy Commissioner responsible for the Registration of Vessels under the Liberian flag. Mr. Keller was appointed Commissioner of Bureau of Maritime Affairs in 1987 where he worked with his staff to elevate the Bureau to an autonomous agency of government in 1989. Even during the years of the Liberian civil crisis when virtually all the ministries and agencies of government could not function, he ensured that the Bureau remained operational worldwide. He served as Commissioner until 1992.
Upon leaving government, Mr. Keller established and became the CEO of Dingsu Trading Company, which he managed until 1996 when he was employed as a consultant at the Bureau of Maritime Affairs.
Later in 2000 Mr. Keller joined the Liberian International Ship and Corporate Registry, LLC as General Manager and Executive Director, a position he held until his retirement in 2020.
Mr. Keller now spends most of his time working with various organizations and entities devoted to mitigating climate change.

He has significantly contributed to global environmental initiatives, promoting economic growth while safeguarding the environment. His professional training includes accounting, executive banking, and studies in rubber with the US State Department. He holds degrees in banking, accounting, and economics from prestigious institutions. Over his career, he has evaluated UNDP’s contributions to Africa’s economic recovery, established financial institutions, and designed credit support programs for women. He has represented Liberia at the Kyoto Protocol and established a carbon credit agency under the REDD+ program. With a vast network across Africa and decades of leadership experience, CTO King III is dedicated to sustainable development initiatives.

William is a licensed Real Estate Broker and Loan Originator, and manager of WTBK Investments LLC. William has over 16 years of real estate property management and real estate market trend analysis; and residential real estate advisement. William also worked for 13 years for Southern California Edison (SCE), a $20B utility company as the lead senior supply chain analyst supporting purchasing and data management operations for an annual procurement budget of $2B. William is known for delivering value in both the corporate and private client arenas.
William believes that LFTC has a great proposition value for improving the quality of life of Liberians, and looks forward to helping LFTC achieve this vision. William received his AAS in Accounting from Shawnee Community College, and a B.S. in Public Policy Management and Planning, from the University of Southern California.

Daniel is a prominent business leader in the Liberian shipping industry. He has served as General Manager of Camer Shipping (Liberia) since 1999 and took on the additional role of Owner and General Manager of Mayflower Shipping (Liberia) in 2015. Daniel also lends his expertise to the wider community as President of the Shipping & Stevedoring Association of Liberia since 2015. His dedication to his work and family was recognized when he was named Father of the Year in 2023/24 by Zion Praise Baptist Church in Liberia. Tolbert holds a BBA in Management from Hofstra University in Hempstead, New York, earned in 1990. Under his leadership, Camer and Mayflower have become two of the most respected shipping companies in the region.
Anthony brings over 25 years of successful leadership, coordination, and teamwork experience in development-oriented activities. With a strong background in public policy, planning, analysis, management, governance, research, project appraisal, capacity building, and graduate-level teaching, they have made significant contributions to globally recognized regional and international development organizations. Known for their integrity, performance-driven mindset, and accountability Anthony excels in building strategic partnerships and alliances that benefit national, regional, and international communities. As an inspirational leader, he consistently advises and influences executives toward best practices, exceeding expectations in every endeavor.
As a Senior Advisor to the Executive Director at the World Bank Group, he provided strategic advice, influenced decisions, and collaborated with stakeholders. Additionally, his role at ECOWAS, ACBF, and the Central Bank of Liberia involved poverty reduction, capacity-building projects, and overseeing research functions.
Dr. Anthony served as the Executive Director of the Department of Research, Policy, and Planning at the Central Bank of Liberia from March 2000 to October 2000. In this capacity, they managed the department’s staff and functions, overseeing macroeconomics, banking, fiscal, and monetary research. Additionally, they played a key role in producing financial reports, economic reviews, and related publications. As a member of the senior management team, they represented the Governor/Deputy Governor at regional and international conferences and strategic planning meetings.
